The Paris Peace Agreements: Looking Back and Moving Forward

This report was issued by the two organization on the 30th anniversary of the signing of the Paris Agreements (in 1991)  that ended a decade long civil conflict in Cambodia. The report contains several quotes by Ambassador Quinn who, in his capacity as Deputy Assistant Secretary of State, was involved in the negotiation of the Agreement. Subsequently, as Ambassador to Cambodia, he observed the implementation of the Agreement.
