Ambassador Quinn writes about Governor Ray's humanitarian efforts after his passing in 2018. Ray. He continues to write about three stories concerning Governor Ray and his humanitarian efforts; welcoming the Tai Dam, a safe port for the boat people, Ray in Cambodia during the Khmer Rouge regime, and his work with refugees in Iowa.
