Ambassador Quinn received this award for his exceptional performance while assigned to the U.S. Mission to the United Nations in Vienna. In addition to his work on international narcotics issues, he was honored for his role in identifying the military headquarters of the Palestinian Liberation Organization hidden under the floor of a UN school in a refugee camp in northern Lebanon. He traveled there shortly after over 60 staff members were killed in the bombing of the U.S. Embassy. He was the only Foreign Service Officer ever able to obtain access to and report on those PLO controlled camps.
