Ambassador Quinn was given this award, approved by President George H.W. Bush, for his “sustained superior accomplishments in the conduct of the foreign policy of the United States Government.” He was recognized specifically for his achievements in formulating and implementing the “Roadmap Policy” which achieved significant accounting for American POW/MIAs from the Vietnam War while promoting peaceful political evolution in Cambodia.
