Christian Herter Award: Intellectual Courage and Dissent

Ambassador Quinn received this award, presented by the American Foreign Service Association,  for his role in formulating and implementing the “Road Map Policy,” which provided steps that led to significant breakthrough progress in POW/MIA accounting and the normalization of  diplomatic relations with Vietnam. Ambassador Quinn exhibited extraordinary courage in bringing about this transformation of U.S. policy in the face of intense political opposition both within and outside of the U.S. Government.
