U.S. Department of Treasury Special Commendation

Ambassador Quinn received this award from a senior U.S. Department of Treasury official who made a special trip to Cambodia to make this presentation. This recognition was presented for his leadership in directing the successful operation in Cambodia to capture the highest-ranking North Korean controlled terrorist ever apprehended. The individual, who had previously hijacked an international airliner, had been engaged in widespread counterfeiting of U.S. $100 bills that were undermining the acceptance of the U.S. currency across Asia.
