This Congressional Record gives a tribute to Ambassador Kenneth Quinn and the awarding of the Army Air Medal for Combat Service. Ambassador Quinn was the first civilian to ever receive this award. The award was created during World War II to honor courageous and meritorious service in aerial combat.
