				<title>District Senior Advisor in Duc Ton Vietnam in 1970</title>

				<description>&lt;p&gt;Even though he was a civilian Foreign Service Officer, Ambassador Quinn was appointed the head of the Duc Ton District US Army Advisory Team in Sa Dec Province of the Mekong Delta in 1970. Replacing an Army Major, Ambassador Quinn commanded the US team and participated in numerous military operations, including helicopter combat missions. For this service, he would be awarded the US Army Air Medal, the only civilian in Vietnam to ever receive that decoration. At his farewell party, his fellow Vietnamese and American officers all joined in an impromptu swim, reflecting the camaraderie that had been established by their being in combat together.&lt;/p&gt;

				<description>&lt;p&gt;In November 1979, Ambassador Quinn, while on the staff of Iowa Governor Robert Ray, traveled with a delegation of US Governors to Thailand in order to visit refugee camps. Unexpectedly, they were rushed to an area in Thailand along the Cambodian border known as Sa Kaeo. There they encountered over 30,000 suffering victims of the Khmer Rouge who were dying at the rate of 50 to 100 per day. They also were exposed to various irregular military forces along that border. When Governor and Mrs. Ray and Ambassador Quinn returned to Iowa, the Governor with Ambassador Quinn&amp;#39;s collaboration created the Iowa SHARES program that raised the equivalent of $2 million to rush food and medicine to assist the suffering Cambodian victims of genocide.&lt;/p&gt;

				<description>&lt;p&gt;In September 1983, US Air Force General (and Iowa native) Richard Lawson traveled with former Iowa Governor Robert Ray to Vienna, Austria to present to Ambassador Quinn the Defense Department Distinguished Service Award. Ambassador Quinn&amp;#39;s two sons--Davin and Shandon--were with him. Mrs. Quinn was in the hospital having just given birth to their daughter Kelly, whose name was first revealed by Ambassador Quinn at this ceremony. Ambassador Quinn received the award for his exceptional leadership over a 4-year period in reforming and enhancing the Iowa National Guard, while serving as a member of Governor Ray&amp;#39;s staff in Des Moines.&lt;/p&gt;
