In answering the question about why his report about the Khmer Rouge was not believed within the U.S. Government, Amb. Quinn notes that many senior officials and analysts were convinced of the accuracy of their own assessment of the situation that they were not prepared to accept reporting by a junior officer who has painted such a different portrait of what was occurring within the Cambodian Communist movement. Amb. Quinn recalls how many years later Henry Kissinger tells him his views about his reporting on Cambodia.
