Amb. Quinn describes being in Sa Dec City for only about a month when he came upon a scene where a ten-year-old boy had just been accidentally shot and appeared dead. Amb. Quinn raced through the narrow streets of Sa Dec City, driving the wounded boy to the hospital where doctors saved his life. The boy’s grateful father hugged Amb. Quinn and treated him to a memorable thank you dinner, the first of many hugs that would define his career.
