Amb. Quinn recalls that following the end of the Vietnam War, he had a seemingly harmless meeting at his National Security Council office with a Foreign Service officer named Ronald Humphrey. Humphrey was anxious to find a way for his Vietnamese fiancé to leave Saigon and join him. Amb. Quinn did not realize at the time that this conversation would lead him to becoming involved in a major espionage case with significant long-term national security implications.
