In April 1974 as part of his preparation for his assignment to the National Security Council staff, Amb. Quinn recalls his short visits to Laos and Cambodia, each of which provided a unique and unusual experience. The seemingly surreal situation he observed in Cambodia turned out to be a harbinger of the tragedy that would befall the entire country just one year later when the radical Khmer Rouge would seize total control.
