Amb Quinn recounts how having been assigned from the Cambodian border to the National Security Council in Washington, the senior most officers in the American embassy in Saigon, including Amb. Graham Martin, were all anxious to see him before he departed. His meeting with Amb. Martin however is disquieting as in the middle of it the Ambassador appeared to drift away and become caught up in memories of previous assignments where his embassy officials undercut him. This would return a year later as Saigon is falling.
