At a conference in Japan on pledging funds for Cambodia’s redevelopment, a potential public relations disaster suddenly springs up. Amb. Quinn notices that the Senior Representative of the genocidal, mass-murdering Khmer Rouge organization has sat down next to the U.S. Deputy Secretary of State Larry Eagleburger. Neither recognizes who the other is. Sensing the potential for a diplomatic disaster should any journalist click a photo of the two side by side, Amb.
