Amb. Quinn describes a unique experience in March of 1977 while in Hanoi as part of the Woodcock Mission on POW/MIAs. He takes ten $100 bills to the central bank to change them into Vietnamese currency so he can pay for the dinner the U.S. team would host that evening. Overwhelmed with the huge amount of local currency he is given, he ends up carrying a shopping bag filled to the brim with money along the streets of Hanoi.
