In 1996, Amb. Quinn was searching for a new position within the State Department. He is elated to discover that there is an opening to be the U.S. ambassador in Manilla. Amb. Quinn describes the process that he went through to get a recommendation for the job, and potentially be assigned in the Philippines. Finally, the papers are signed and stamped for Amb. Quinn to begin his new position that he has dreamt of and worked towards for so long. But there is a last-minute change that may put his dream on hold forever.
