Life and Death Decisions During the Fort Madison Prison Riot

Amb. Quinn recalls his role in dealing with a riot by prisoners at the Fort Madison Penitentiary on September 2, 1981. Unable to reach Governor Ray who was driving back to Iowa, Amb. Quinn as the lead staff member dealing with law enforcement issues has to make a life and death decision when the rioting prisoners threaten to kill the prison guards they have taken hostage.
