While in Hanoi as part of the Woodcock Commission in March 1977, Amb. Quinn visits the Swedish Ambassador to inquire about the status of the Vietnamese fiancé of Ronald Humphrey, the USIA Foreign Service Officer who had told Amb. Quinn about his fiancé being stranded in Saigon. In an effort to be helpful to a brother officer, Amb. Quinn asked for an update. At the time, Amb. Quinn did not realize that this encounter would be enmeshed in a significant espionage case.
