Amb. Quinn recalls how he observed the confluence of two significant forces that impacted Americans serving in Vietnam: the first was the perception that America had given up on winning the war in Vietnam; while the second was the prevalence of Marijuana and other drugs among U.S. Military personnel. He describes how this toxic combination produced enormous stress, particularly within the U.S. Army, and tore at the fabric of the military command structure.
