Lebanon in 1983 was called the “most dangerous place on the planet.” Amb. Quinn describes how his position as liaison to the United Nations in Vienna involves him in monitoring the U.N. Relief and Works Agency (UNRWA), which ran camps for Palestinian refugees in Gaza, the West Bank, Jordan, Syria and Lebanon. A trip to that region would expose him to the extraordinary conditions in every area, especially in war-torn Lebanon.
