Amb. Quinn describes how on a freezing night in January 1979, he and Governor Ray watched a television report about the life and death situation of thousands of refugees from Vietnam desperately seeking to live in freedom. That same night, the governor of Iowa becomes the first official in the world to respond to this desperate situation.
