While serving as Deputy Executive Secretary in the State Department in 1985, Amb. Quinn finds himself in the middle of the Iran-Contra affair. He describes how his office on behalf of Secretary of State George Shultz has to track the efforts of Lieutenant Colonel Oliver North to send orders to American ambassadors without Shultz knowing about them. Amb. Quinn recounts how this all came to a head one day when Secretary Shultz met with the president, who would have to decide whether to support his Secretary of State or a lower ranking officer on the National Security Council staff.
