Amb. Quinn describes his first years as Deputy Assistant Secretary of State in Indochina working alongside Secretary of State James Baker. Amb. Quinn and Secretary Baker teamed up to write a “roadmap policy” that would help the leadership of the Cambodian and Vietnamese parties find peace and common ground. There were many small steps along the way, but they would help lead to drastic changes in diplomatic relations between the two countries.
