Trying to Avoid a “Humpty Dumpty” Collapse in Cambodia

As Amb. Quinn notes, relations were beginning to become strained between the various political parties in Cambodia in the mid-1990s. He assessed how volatile Cambodia was becoming in just a short amount of time after the U.N. had worked to help establish a democratic government. Amb. Quinn grew fearful of what was to happen if this trend continued and how it would be impossible to try and pick up the pieces and start over.
