Amb. Quinn details how the U.S. government and the U.S. Military were organized to pursue the war in Vietnam. He outlines the role played by standalone U.S. army divisions, but especially the organization of the advisory program in each province that was known as MACV-CORDS. In each of the 44 provinces of Vietnam, these advisory teams combined U.S. military and civilian personnel in an integrated chain of command. In Sa Dec Province, Amb. Quinn became a District Senior Advisor heading a ten-man team of U.S. army officers and NCOs.
