Why Vietnam was Slow to Rebuild After the War

Amb. Quinn tells of his visit to the islands of Jamaica along with other various officials from the Aspen Institute in the early 1990s. After their meetings and discussions, Amb. Quinn began talking with the representative from Vietnam on the struggles the country had trying to rebuild. It was long thought that the U.S. had played a role in holding back Vietnam’s development, but Amb. Quinn and the others listening in were shocked to learn the real reason about what was stonewalling growth.
