Ambassador Quinn led a group of 46 Foreign Service Officers who wrote this letter to the Secretary of State regarding the declining commitment to excellence in the State Department. The names of the original 46 signers are on the letter, but by the time of the meeting over 425 additional officers had attached their name. The effort put forth by these officers resulted in the 1980 Foreign Service Act. Ambassador Quinn also received the American Foreign Service Association (AFSA) Rivkin Award for Intellectual Courage and Dissent through his involvement.
