Ambassador Quinn received this award for his role in reforming the leadership of the Iowa National Guard while he was assigned in the office of Iowa Governor Robert D. Ray between 1978 and 1982. The award was presented to him by USAF General Richard Lawson at a ceremony in Vienna, Austria, on September 1983.
