Ambassador Quinn was presented this award at the Central Intelligence Agency for his embassy’s extensive reporting on the political, military, and insurgency situation in Cambodia, including his prediction, months in advance, almost to the exact day, when political violence would erupt. He rode in helicopters along the Cambodian border to map the hiding places of Khmer Rouge senior leaders and created plans for their capture. The embassy competed against all other U.S. diplomatic missions around the globe and other U.S. Government agencies to receive this award.
