Ambassador Quinn was the recipient of this recognition for his leadership in breaking up an international narcotics trafficking ring operating in Southeast Asia. Ambassador Quinn devised the plan by which the American citizen criminal participants involved in the narcotics smuggling conspiracy were lured to his embassy where they were arrested by the Cambodian police. According to DEA officials, these apprehensions broke up an international trafficking ring and led to close to 20 successful prosecutions of the criminals involved.
