While serving as Deputy Assistant Secretary of State in Washington, Ambassador Quinn is presented the State Department Arnold Raphel Award for mentoring young Foreign Service Officers. The award was presented by Secretary of State Warren Christopher with the participation of Ambassador Nancy Ely Raphel, the widow of Ambassador Arnie Raphel. Ambassador Quinn's wife, Le Son, and two of his children--Shandon and Kelly-- were present for the ceremony which took place in the Treaty Signing Room on the 7th floor of the State Department. Ambassador Quinn was recognized for his role in mentoring and guiding young officers under his charge while serving in three different positions: Deputy Executive Secretary of the State Department; Deputy Chief of Mission in the Philippines; and Deputy Assistant Secretary of State in the East Asia and Pacific Bureau. The award was named in honor of Ambassador Raphel who was killed during a terrorist attack in Pakistan.
