In order to destroy the remaining Khmer Rouge presence in Cambodia, Ambassador Quinn advocated a program of demining roads opening them into Khmer Rouge territory. In support of this initiative, he joined with a demining team and actually joined with deminers as they dug into the road bed in search of mines. Once found, the mines would be carefully blown up. This painstaking process paid off when the government was able to reach long-held Khmer Rouge strongholds, such as Pailin, which they gained entrance to.
